Writing an Effective White Paper

When writing a white paper, keep the following points in mind:
  • Introduction: Provides background information on the topic or issue being discussed. States the purpose and scope of the white paper which may include relevant historical information about the problem or challenge being discussed. 
  • Body of the Paper which may include: 
    • Problem Statement or Description: This is where you might clearly articulate the specific problem or challenge. Provide context for the analysis and recommendations that follow. Provide evidence which may include statistics, trends, or research to highlight the significance of the issue.
    • Analysis: Explore different perspectives, theories, or approaches to understanding the issue.  
    • Solution: Offer practical solutions, strategies or policy proposals based on the analysis of the evidence. 
    • Recommendations: Here you will clearly outline the actionable steps that stakeholders can take to address the problem. This section may include the feasibility and effectiveness of the recommendations.  
  • Conclusion: Summarize key findings by restating the most important points presented in the white paper. Reinforces the significance of the problem and the importance of implementing the proposed solutions.

Purpose of a White Paper

The purpose of a white paper is  to inform and persuade its audience about a specific problem, technology, policy, or issue. White papers focus on practical solutions, insights, and recommendations derived from existing knowledge and expertise. They serve as valuable resource for decision-makers, stakeholders, professionals, and researchers seeking expert opinions and guidance. 

Style & Tone

White papers are characterized by their formal and objective tone as well as comprehensive & authoritative research. However, depending on the audience, your white paper might also want to persuade decision makers. 

Audience of a White Paper

The audience for a white paper varies depending on the topic and purpose but often includes:

  • Industry professionals
  • Policy Makers
  • Academics
  • Non-profit organizations
  • General public 
For assignments asking you to write a White Paper and "conform to APA Guidelines," that basically means including the Title Page and References page (and in-text citations). The purpose of the paper may be different than other academic essays but you will still need to include an introduction, body, and conclusion.
